[INRAD] Problem with IC-718

Was this filter purchased from another ham?  The filters from INRAD 
have instructions, or you can get a copy easily.

You shouldn't have to solder in the filter if there is a socket there.  
Wiggle the filter to see if it becomes active, if you find it is 
continuity by wiggling, you have your answer.

You may also get a resistor of the proper value to simulate the filter 
impedance and "jump" the filter position for CW.  Then when you switch 
to CW, if the receiver goes dead, you know that it is your menu setup 
or the filter switching that is the problem.  I've done this to test 
filters and have found some bad ones.

Where do you live?  If you're near the mid coast of CA, lets get 
together and set this thing up!
