[INRAD] Icom band decoders - SOLUTION

I know this is TT and not INRAD, but I wanted to post the 
solution here, since I posted the original problem here.  
Many thanks to KE9UW, K4IK, AA4NU, N4TZ, and especially 
Hal N4GG who took the time to troubleshoot the problem 
with me on the telephone.

It turned out to be a failed output on U3, a ULN2004A.
Replacing this chip ($0.42 each at Mouser) solved the
problem.  All antennas are now switching normally.

As for the Icom band voltage issue, there is a resistor
in the band decoder which can be cut to change the threshold
votage limits.  I have not tried this yet, as the problem
of not engaging 160m on the IC-781 is only intermittent.
For now, the band decoders are working all OK.
