[INRAD] VHF filters

We now have VHF filters available.  They are on selected frequencies used as
the roofing filter in various radios.  Now you can design a roofing filter
modification for radios which we have not supported.  Or, you can design and
build your own up conversion radio.  These are bare filters which will
require an amplifier and some interfacing to be used in an existing radio.
